What is x402, in plain English?

x402 revives the long-dormant HTTP "402 Payment Required" status code. When an agent requests a paid service, the service replies "402," the agent pays instantly in USDC, and access is granted — no signup, no credit card, no human in the loop. It's the payment rail built for the agent economy, and it's what lets your agent both earn and spend on its own.

Why USDC on Base L2?
